Households across the UK should examine their council tax bills closely, as many qualify for substantial refunds just before rates rise on April 1. Most local authorities plan 5% increases, amplifying the impact of potential overpayments.
The Council Tax Banding Issue
Council tax funds vital local services, including waste collection, road maintenance, libraries, police, and fire brigades. Payments vary by location and property band, determined by 1991 valuations. However, hundreds of thousands of homes in England and Scotland likely fall into incorrect bands, resulting in years of overpayments worth thousands of pounds.
Martin Lewis, money expert, warns: “Hundreds of thousands of homes across England and Scotland are thought to be in the wrong council tax band. This means it’s important to check your property’s in the right band – something our tried-and-tested system can help you do. Some homeowners and renters have unknowingly been overpaying Council Tax for many years, even decades, because their bands are too high, so payouts worth £1,000s are commonplace.”
Many properties received hasty assessments in 1991, with valuers often relying on drive-by glances due to limited resources. This outdated system persists in England and Scotland, unlike Wales, where a full revaluation ensures accurate billing. As a result, similar-sized neighboring properties may carry different bands, leading to unfair charges.
Steps to Verify Your Band
Property owners can confirm their band through these methods:
- Compare with neighbors in similar homes—check directly or via the GOV.UK website.
- Estimate your property’s 1991 value using tools on sites like Nethouseprices, Zoopla, or Rightmove.
Challenging an Incorrect Band
In England and Wales, challenge your band through the Valuation Office Agency (VOA). New residents (under six months) qualify for a formal proposal, prompting a mandatory review. Provide evidence of nearby properties for best results.
Longer-term residents pursue an informal review, bearing the burden of proof with strong evidence, such as comparable valuations.
In Scotland, the Scottish Assessors Association (SAA) handles challenges via formal proposals only. Search your postcode on the SAA website’s Council Tax Bands tool to start.
Acting now prevents ongoing overpayments amid the upcoming hikes.
