President Donald Trump has signed an Executive Order designed to restore order, fairness, and stability to American college sports. Officials describe the action as urgent to address ongoing chaos and mounting financial strains in the system.

Addressing the Arms Race in College Athletics

The directive targets the escalating arms race in college sports, which endangers non-revenue programs and women’s athletics. Federal agencies must now assess universities’ eligibility for grants if they breach rules on athlete eligibility, transfers, or pay-for-play arrangements.

Key Participation and Transfer Limits

The order establishes clear participation boundaries, including a uniform five-year eligibility window for student-athletes. It also permits athletes to transfer schools once before graduation without sitting out a season. Violations could jeopardize a school’s federal funding.

Structured transfer policies aim to support both athletic performance and academic progress for athletes switching institutions.

Banning Improper Financial Deals

A central focus bans improper financial arrangements, particularly pay-for-play schemes arranged by external collectives. The Department of Education and General Services Administration will ramp up data collection and oversight of athletic programs to enforce compliance.

Calls for Legislation and Enforcement

The order urges Congress to enact swift legislation tackling these challenges. It also instructs the Federal Trade Commission and Attorney General to pursue necessary enforcement measures.

ESPN reporter Dan Wetzel indicates the order faces multiple legal challenges and takes effect on August 1.

Impact on Student-Athletes and Olympics

College sports sustain over 500,000 student-athletes and deliver nearly $4 billion in scholarships annually. The system contributed 75% of the 2024 U.S. Olympic Team, bolstering America’s international success.

Without reforms, resources risk shifting away from all but high-revenue sports like football and basketball. The President emphasized safeguarding women’s sports to maintain equal opportunities for female athletes.

This initiative follows a recent White House roundtable where commitments were made to prevent irreparable harm to the collegiate system.
