A senior U.S. envoy to President Donald Trump has proposed that FIFA remove Iran from the 2026 World Cup and award their spot to Italy amid escalating tensions from the ongoing conflict.
Conflict Impacts Iran’s Participation
The United States and Israel’s joint strikes on Iran in February sparked a war that has disrupted the Middle Eastern nation’s preparations for the tournament, co-hosted by the U.S., Canada, and Mexico. Iran’s domestic league has suspended operations, leaving most national team players without competitive matches. Speculation about a boycott arose, but recent discussions with FIFA President Gianni Infantino have eased concerns. Infantino pledged support for the team’s training ahead of the summer event.
U.S. Envoy’s Bold Suggestion
Paolo Zampolli, a U.S. special envoy born in Milan, has recommended to both President Trump and Infantino that Italy take Iran’s place. Italy, four-time World Cup champions, missed qualification for the third straight tournament despite their 2021 European Championship success. Zampolli’s push aims to mend ties between Trump and Italian Prime Minister Giorgia Meloni after disagreements over Trump’s comments on Pope Leo XIV and the Iran conflict.
“I confirm I have suggested to Trump and Infantino that Italy replace Iran at the World Cup,” Zampolli stated. “I’m an Italian native and it would be a dream to see the Azzurri at a U.S.-hosted tournament. With four titles, they have the pedigree to justify inclusion.”
Responses from Iran and FIFA
Iran’s soccer federation reaffirmed its commitment to compete, stating plans to field a team. Infantino, speaking at a Washington conference last week, emphasized inclusion: “The Iranian team is coming, for sure. We hope that by then, of course, the situation will be a peaceful one. That would definitely help. But Iran has to come if they are to represent their people. They have qualified… They really want to play, and they should play.”
Iran earned its spot as one of eight teams from the Asian Football Confederation, while Europe allocated 16 berths that Italy could not secure.
FIFA’s Authority on Replacements
FIFA regulations grant the organization sole discretion to replace a team in case of a boycott. The rules state: “FIFA may decide to replace the Participating Member Association in question with another association.” Precedent exists, as FIFA recently granted Inter Miami a Club World Cup berth to feature Lionel Messi, bypassing standard qualifications.

The tournament kicks off on June 11, with the final on July 19 at MetLife Stadium in New Jersey. Iran’s Group Stage matches include New Zealand on June 15, Belgium on June 21, and Egypt on June 26.
